Windows 7 entered its End of Life phase on January 14, 2020, and Microsoft issued the final update on the same day, but a new annoying bug made its way into the update. The bug introduced with the final update replaced certain Windows 7 desktop wallpapers with a plain black background.
Today, Microsoft has shipped Windows 7 KB4539601 update to fix a bug that replaces the existing desktop background with a black screen. This is an optional update and it can be downloaded by manually checking for updates in Control Panel.

The security updates KB4534310 (Monthly Quality Rollup) and KB4534314 (Security-only update) for Windows 7 SP1 and Windows Server 2008 R2 SP1 that were released on January 14, 2020, caused some users to end up with a black desktop background.
The reason is that a stretched background image may be rendered as a black desktop. This is a direct result of the Windows updates in question. Strangely, not all users with desktop wallpapers are affected, and without stretched mode, the black screen doesn't seem to exist. I myself installed the security-only update KB4534314 on a machine, but I cannot reproduce the bug. Users have posted comments on the German blog post Windows 7: Update KB4534310 verursacht schwarzen Desktop but have shared their observations, and this comment provides more details. What causes the bug is not yet clear.

As you might be aware that Microsoft has discontinued providing the regular update support of Windows 7. use wsusoffline they are pretty up to date. the folder path to add to Ntlite would by yourdrive:\wsusoffline\client\w61-x64\glb. Ntlite will report the hotfixes that are not compatible after you add them. After installing KB4534310, your desktop wallpaper might display as black when set to Stretch. This issue is resolved in KB4539601 if you are using Monthly Rollups. If you are using Security-only updates, see KB4539602. These updates are available for all customers running Windows 7 SP1 and Windows Server 2008 R2 SP1.
